Henry Bonilla.  U. S. Representative Henry Bonilla joined The Normandy Group as a Partner after serving 14 years in Congress.  He was chosen to serve on the House Appropriations Committee in his first term, a position not held by a freshman in more than 25 years.  Mr. Bonilla quickly moved up the committee ranks serving as Chairman of the Agriculture Appropriations Subcommittee and a senior member of the Defense Appropriations Subcommittee.  He also served as a member of the Labor, Health and Human Services and Education Appropriations Subcommittee.  In his role as Chairman of the Agriculture Subcommittee, Mr. Bonilla was responsible for funding programs that keep America the world’s leader in agriculture.  He managed many issues related to the agriculture industry including safety and inspection of the nation’s food supply, the Food and Drug Administration (FDA), emergency disaster relief, agriculture research, rural development, and farm and ranch programs.  Mr. Bonilla was the first Republican Hispanic ever elected to Congress from Texas.  In his first term in office Time Magazine chose him as one of America’s Top 50 Young Leaders.  In his final term in office, Mr. Bonilla was rated by Congress.org as the seventh most influential member of Congress in its Power Rankings.  Before his election to Congress, Mr. Bonilla’s professional career was in television news.  Having started as a reporter in Austin, he later became a producer for WABC-TV, the flagship station of the ABC television network in New York, then Assistant News Director for WTAF-TV in Philadelphia, returning to KENS-TV in San Antonio in 1986 as Executive Producer.  In 1989, Henry assumed the role of Executive Producer for Public Affairs at KENS, a position that involved heading up civic and community projects on behalf of the television station.  Mr. Bonilla earned a Bachelor of Journalism from the University of Texas at Austin.

 

Rachel Bourassa.  Ms. Bourassa is the Office Manager of The Normandy Group.  In this position, Ms. Bourassa oversees the day-to-day operations of the office and assists with client related matters.  Moreover, Ms. Bourassa is also responsible for submitting required disclosure forms to the Federal Election Commission, and completing and submitting lobby disclosure forms to the U.S. House of Representatives and the U.S. Senate.  Prior to joining The Normandy Group, Ms. Bourassa worked at the New Hampshire Institute of Politics.  In that position, Ms. Bourassa was responsible for research and assisting the Executive Director.  Ms. Bourassa has a Bachelor of Arts in Politics from Saint Anselm College.

 

Louis Dupart.  Mr. Dupart is the Managing Partner at The Normandy Group, and represents a diverse group of Fortune 500 companies, principally on antitrust and competition issues, and colleges, universities, and companies on federal legislative and appropriations matters.  Mr. Dupart has more than 20 years of government and legislative experience including 11 years on Capitol Hill as the Chief Counsel for the House Intelligence Committee and the Senate Judiciary Committee, Subcommittee on Antitrust and Business Competition.  Mr. Dupart managed a wide range of important intelligence, IT, intellectual property, business competition, and antitrust issues.  Mr. Dupart also served as the Deputy Assistant Secretary for Inter-American Affairs at the Department of Defense for then-Secretary of Defense Richard Cheney.  Mr. Dupart has excellent contacts throughout the Congress and the Bush Administration, including the National Security Agency, Central Intelligence Agency, and the U.S. Department of State, formed through his years in service on Capitol Hill, the U.S. Department of Defense, and with the Central Intelligence Agency.  Mr. Dupart has successfully developed and implemented legislative strategies for clients working with various federal departments, commissions, and agencies.  Mr. Dupart has excellent relations with the European Commission and its principal competition agency, Directorate General for Competition.  Mr. Dupart has a Bachelor of Arts cum laude from Wagner College and a JD from American University.  Mr. Dupart also attended the University of Geneva and the Graduate School for European Studies in Geneva, Switzerland.

 

Christine Pellerin. Ms. Pellerin is a Founding Partner of The Normandy Group, and has nearly 20 years of experience in Washington, D.C. in the U.S. House of Representatives and in the government affairs industry. Since joining the team that comprises The Normandy Group, Ms. Pellerin has contributed to its growing appropriations practice as well as helping to establish a substantial health care and education practice for the firm. Prior to creating The Normandy Group, Ms. Pellerin served as an Appropriations Legislative Liaison for Congressman Bonilla. In this position, Ms. Pellerin was responsible for overseeing and implementing the Congressman’s appropriations initiatives and projects in the Departments of Labor, Health and Human Services, and Education Appropriations Bill. Ms. Pellerin also drafted several legislative provisions that were enacted into law, and helped the Congressman secure millions of dollars for projects in his congressional district. Prior to working for Congressman Bonilla, Ms. Pellerin worked for the House Appropriations Committee’s Ranking Member, Representative Conte. After leaving Capitol Hill, Ms. Pellerin served as a government relations specialist focusing on appropriations for the National Association of Community Health Centers (NACHC), and then for The MWW Group where she established the firm’s appropriations practice. Ms. Pellerin continues to work with NACHC to more than double the capacity of community health centers nationally to serve millions of additional patients. Since beginning her work with NACHC over a decade ago, federal funding for the program has grown to over $2 billion. Ms. Pellerin has a Bachelor of Arts from Syracuse University in Policy Studies and Public Relations.

 

Michael Rose.  Mr. Rose is the Director of Federal Relations for The Normandy Group.  Mr. Rose has nearly ten years of experience on Capitol Hill in both the House of Representatives and the Senate.  Most recently, Mr. Rose served as a Legislative Assistant for Representative Maxine Waters (D-CA-35).  In that role, he was responsible for overseeing and implementing the Congresswoman's appropriations initiatives and helped to secure millions of dollars for the cities, schools, non-profit organizations and other community groups in the District.  Mr. Rose also worked on budget, defense, energy, labor and other issues for the Congresswoman.  Mr. Rose also worked for Senator Frank R. Lautenberg (D-NJ) in various capacities from 1999 until the Senator's initial retirement in 2001.  Mr. Rose has a strong knowledge of Congressional procedure as well as extensive contacts throughout the House of Representatives and Senate.  Mr. Rose has also worked on several House, Senate, and Presidential campaigns including Vice-President Al Gore's presidential campaign, Senator Charles Robb's (D-VA) reelection campaign in 2000, Senator John Kerry's presidential campaign, Representative Brian Higgins' (D-NY-27) election campaign in 2004, and Representative Zack Space (D-OH-18) election campaign in 2006.  Mr. Rose has a Bachelor of Arts in History from Muhlenberg College, where he played NCAA Division III soccer and is a member of the Athletic Hall of Fame.

 

Stan Skocki.  Mr. Skocki is a Founding Partner at The Normandy Group, and represents a host of diverse clients on appropriations and legislative matters.  Mr. Skocki has been successful in securing appropriations funding and legislative provisions for clients.  Prior to creating The Normandy Group, Mr. Skocki was the Director of Federal Affairs for Fleischman and Walsh, a Washington, D.C. law firm.  Mr. Skocki brings more than 12 years of U.S. House and U.S. Senate legislative experience to the firm, especially in the area of appropriations and policy matters.  He served as U.S. Senator DeWine’s Director of Appropriations.  In this position, Mr. Skocki was responsible for overseeing and implementing the Senator’s appropriations objectives.  In addition, Mr. Skocki was the Senator’s principal advisor on trade, transportation, and economic development issues, and drafted several legislative bills that were enacted into law.  Mr. Skocki also worked for Congressman McEwen, Congressman Livingston, the House Appropriations Committee, and served on Speaker-elect Livingston’s leadership staff.  Mr. Skocki has excellent contacts and relationships with both Republican and Democratic offices in both the House of Representatives and the Senate.  Mr. Skocki is a graduate of the Congressional Research Services House and Senate Legislation Institutes and the House of Representatives Parliamentary Law program.  Mr. Skocki has a Bachelor of Arts from The Ohio State University.

 

Krista Stark.  Ms. Stark, a Founding Partner of The Normandy Group, brings over a decade of legislative experience to the firm.  Ms. Stark represents several corporate clients on legislative matters.  Prior to creating The Normandy Group, Ms. Stark worked for Congressman Sensenbrenner, Jr., who served as Chairman of the House Judiciary Committee as well as the Chairman of the House Science Committee.  Specifically Ms. Stark served as Legislative Director for Congressman Sensenbrenner, Jr. and managed a diverse set of legislative issues from matters related to the Judiciary and Science Committees and transportation, agriculture, energy and appropriations issues.  Ms. Stark has consistently been able to take constituent, and now client, ideas and formulate them into legislation.  Ms. Stark has successfully work with the House Leadership and the Senate to turn this legislation into law.  Ms. Stark’s experience, dedication and hard work have led to many successes for The Normandy Group’s clients, both large and small.  Ms. Stark has been able to secure important legislative provision for clients including matters related to immigration, an airline stabilization measure right after 9/11, “pretexting” legislation, and federal employee retirement provisions.  Ms. Stark was also instrumental in securing appropriations funding for clients.  Ms. Stark has a Bachelor of Arts in Political Science from the University of Wisconsin Oshkosh and a Master of Arts in Political Science from Marquette University.
